Default Improving picture focus

I love taking pix of people on the streets with my CanonA1100is. The problem is that most come out like this, or even more out of focus (especially if I use the zoom).
IS is on, lighting conditions fine...
Any tips on how I can make the subjects more in focus?

Push the shutter button halfway down and the camera will lock focus. You should hear a noise and/or see the focus point on the LCD. Then press the shutter button all the way down to take the picture. When the subject is moving you'll have to do this quickly but it's not hard to do.

If you do the above the picture should be sharp unless the subject has moved substantially after focus has locked.
