Good camera that can take low-file sized pictures and video?

    I need a camera or a cheap phone with a built-in camera that can take pictures under 20K-100K memory each, and can take small-sized video(with audio) clips.

    I would also like the camera to have a usb plug, Windows 7 compatibility, and a power plug for recharging if possible.

    I want to get something cheap if possible not something expensive.

    Are there any hand-held cameras that have video capability and have built-in compression settings to get individual pictures under 100K?

    Something on Ebay ,Amazon or somewhere else online?.
    What do you recommend? .

    The Canon Elph 115 has the lowest file size of any popular digital camera that I'm aware of - 480 x 480 pixels for the smallest possible image. That works out to 230,000 pixels per image.

    If you want something smaller you'll have to look to a phone. The 5mp camera in my phone, the LG L9, is OK but its minimum file size is 1280 x 720, or 921,000 pixels per image. I assume the phones with lower mp counts would produce smaller images but image quality is probably not the greatest.
