Help me out. I am confused!

I have to choose between Panasonic Lumix DMC-LZ20 and Nikon Coolpix L310. Which one captures better quality images neglecting megapixel count. And is there any advantage of the manual dial on LZ20 over L310 which does not have?

These are very similar cameras. Both take good quality pictures in good light, OK quality in low light. The Panasonic LZ20 does have a mode dial, which makes it easier to change modes than the Nikon L310, which requires you to access the menu. With the LZ20 you also have the option of putting the camera into manual mode, which will enable you to precisely set the aperture and shutter speed. The L310 does not have a manual mode. Another advantage of the LZ20 is that its LCD screen is twice the resolution of the screen in the Nikon L310.
